Maoists discuss electoral system

KATHMANDU, June 16 - The Unified CPN (Maoist) held discussion on the system of governance and electoral system to be incorporated in the new constitution, from Tuesday.

In a meeting with the election experts at a hotel in Kupondole, the Maoists stressed on the proportional electoral system and the Presidential system with President enjoying the executive rights.

The Maoists have stepped up consultations on the future governance and the electoral system at a time when all other parties are tight-lipped regarding the same.

An expert who was present at the meeting, Shyam Shrestha, said he suggested the Maoists to opt for Regional Proportional System as single electoral system would create doubt in the minds of voters of a nation that has already embraced federalism.

Shrestha also suggested separate electoral systems at the Centre, Region and local levels by delineating multiple regions.

The experts floated their opinions on the future state governance suggesting the direct election of the President in a Presidential system.

They also stressed on providing the Regional Assembly with right to cast their votes in Presidential election.

Maoist Chairman Pushpa Kamal Dahal, senior leader Dr Baburam Bhattarai, outgoing Chief Election Commissioner Bhoj Raj Pokharel and election expert Dr Birendra Prasad Mishra among others were present at the meeting.
