SSB drives out Nepali families

The Indian border security force, Seema Surakshya Bal (SSB) has driven out hundreds of Nepali families living along Nepal-India border in west Nepal, reports say.

More than 1800 families have taken refuge at the Satbariya community forest of Deukhuri, Dang after SSB encroached Nepali land and torched their homes, Kantipur daily reported.

“They torched our houses saying you can’t live here," said Purna Kumari Bista, 70, of Rajpur, Dang. “We had to leave with the family to protect our lives.”

She also claimed the SSB shifted border pillars some 35 metres inside Nepali land.

Villagers from some 22 entry points bordering Dang district on the Nepali side and Balarampur, Shravasti and Gonda districts on the Indian side have fled from their homes.

The displaced said the SSB assaulted and raped women. “We are forced to become mute spectators when they rape our ladies,” said Begaram Pun of Siriya. “More than 15 girls have already gone missing.”

Even though the villagers had been facing atrocities since years, they were forced to flee when the atrocities became intolerable, the report says.

They were forced to flee after the SSB did not allow them to buy essentials in the Indian market and took away theirs, according to Cham Kumari Gharti of Khangra.

“They (used to) come to our houses brandishing guns and take away our ration and live stocks,” said Gharti. “They beat us up if we try to oppose. Probably there is no body that has not been beaten up at least once.”

The displaced have been living in make-shift tents at Karri community forest in Satbariaya.

Chief District Officer of Dang Rishi Ram Dhakal said an all-party meeting would be called soon to resolve the issue.

India 'concerned' over deadlock in Nepal

Kathmandu, June 01: India on Monday expressed concern over the stalemate in Nepal's peace process as it pressed key political parties to move ahead with the crucial cabinet expansion, party sources said. 

Indian envoy to Nepal, Rakesh Sood, who held separate meetings with Nepali Congress president Girija Prasad Koirala and CPN-UML leader K.P Sharma Oli on Monday, discussed the political developments in the country. 

The Indian Ambassador's meeting with Koirala, especially on the eve of the likely expansion of the three-member cabinet, is regarded here as significant by analysts. 

Sood went to Koirala's residence at Maharajgunj and discussed various issues, including the ongoing peace process, expansion of the new Cabinet and Constitution drafting, Nepali Congress sources said. 

He is known to have told Koirala that "further delay in giving full shape to the cabinet would reflect badly" on the landmark peace process in the country, the nepalnews online reported. 

In his meeting with Oli, the Indian ambassador voiced similar concern over the delay in cabinet expansion, the report said. 

The meetings with the Indian envoy came as the CPN-UML led government has tried to end the deadlock over the distribution of portfolios and expand the three-member cabinet. 

Envoy Sood has met the Prime Minister at least twice after the veteran communist leader took over the top post, it said. 

Though Premier Nepal formed the government last week, he has been unable to break the deadlock over the distribution of portfolios among key allies, who are part of the 22 party coalition. 

The government on Monday inched closer to firming up the multi-party coalition agenda as it finalised a Common Minimum Programme (CMP), with a key expansion of the cabinet likely to take place tomorrow.

West Lafayette, IN, United States, — Madhav Kumar Nepal, leader of the Communist Party of Nepal-United Marxist and Leninist, is the new prime minister of Nepal, following weeks of struggle among political parties after former Prime Minister Pushpa Kamal Dahal stepped down from the post over disputes with the army.

Nepal, who lost twice in last year’s elections – he ran in two different constituencies – has a long history of public service, and his yearning for the top position in the country has been well known. He once petitioned former King Gyanendra Shah to appoint him prime minister during a tussle between his party and the Nepali Congress.

Nepal, whose party CPN-UML was part of the Maoist-led coalition government, added to his notorious love of power by opposing his coalition partner not on grounds of principle or national interest, but on the issue of the Army Chief Rookmangud Katwal acting as a wedge to drive out the Maoists. After Dahal, supreme leader of the Maoists, resigned as prime minister, Nepal made his move and got the prime minister’s office.

Nepal stands at a very crucial point in the country’s history. The Constitution drafting process is at a standstill because of constant bickering, infighting and one-upmanship among political parties, while the Terai region in the country’s south is engulfed by communal tensions and the economy is in tatters.

At this juncture, the Nepali Congress and the CPN-UML are engaged in dirty politics to upstage the Maoists. Their opportunistic character should not come as a surprise though. In the past, both parties have put power and political gain above all. They have shown no concern – and continue to do so – about the deteriorating conditions in the country.

Why else did they launch a “coup” to oust the Maoists? Instead of calmly discussing the situation and acting in a manner to support the country’s fragile peace and stability, they acted like a bunch of three-year-olds in a candy store, which speaks much of their rhetoric of “responsible politics.”

I have said time and again that we should not use history against the Maoists. But the CPN-UML and the Nepali Congress have left no choice and shown absolutely no interest in correcting themselves, just like the Maoists.

The Maoists do not have friends in the media, the international community or among Nepal’s elite, but still they won the majority of seats in last year’s elections. This fact cannot be denied, ignored or simply wished away. Although their majority was not absolute, people clearly preferred them in large numbers. This makes the backroom games played by the Congress and CPN-UML even more egregious.

At this juncture let me say a few words about the political correctness gripping Nepal’s elite, academics, journalists and others. These sections of society jumped high when it came to protesting against the Maoists and their highhandedness, but remained quiet when the Congress, CPN-UML and others staged a coup to oust the Maoists. Where was their outrage? Is their power grab not highhandedness?

Dahal, Nepal’s predecessor, was not a perfect leader and made major mistakes during his short tenure. Nepal has had a long list of bad leaders, but history should not be used as an excuse to force a country already in tatters to accept another unfit leader.

This is not a personal attack on Nepal. However, his lust for power has clearly exhibited the way he has lead his party time and again into dirty power-grab missions. His backroom plays show that he is not fit to lead Nepal, at least not at this crucial time.

The CPN-UML, without a doubt, is desperate to hold on to power. They should have fielded a candidate who won last year’s elections rather than a power grabber who was defeated twice.

नेता माधवकुमार नेपाल प्रधानमन्त्री निर्वाचित भएको १० दिनसम्म पनि मन्त्रिपरिषद् विस्तार हुन नसकेपछि भारतीय राजदूत राकेश सुदले कांग्रेस सभापति गिरिजाप्रसाद कोइराला र एमाले वरिष्ठ नेता केपी ओलीसँग भेटवार्ता गरेका छन् । सरकारलाई पूर्णता दिन ढिलाइ गरे झन् जटिलता निम्तिने भन्दै सुदले दुवै नेतालाई सचेत गराएका छन् । भारतीय दूत सुदले कांग्रेस सभापति कोइरालालाई सोमबार बिहान र एमाले वरिष्ठ नेता ओलीलाई दिउँसो भेटेका थिए । दुवै नेतासँगको भेटमा सुदले मन्त्रिपरिषद् विस्तारमा ढिलाइ नगर्न सुझाव दिएका थिए । 'विवादमा परेको फोरम पनि अहिले मिलेको छ, यही वेलामा मन्त्रिपरिषद् विस्तार नभए अर्को लफडा सुरु हुन सक्छ,' स्रोतका अनुसार सुदले कोइराला र ओलीलाई सचेत गराएका थिए । 

दुवै नेतासँगको भेटमा राजदूत सुदले दलहरूको न्यूनतम साझा कार्यक्रम सकारात्मक भएको भन्दै प्रशंसा पनि गरेका थिए । भेटमा कोसी डुबानबारे पनि छलफल भएको थियो । यता सत्तारुढ गठबन्धनले पनि शक्ति बाँडफाँडको गृहकार्य तीव्र बनाएको छ । न्यूनतम साझा कार्यक्रममा सत्तारुढ गठबन्धनबीच सहमति भए पनि मन्त्रालय बाँडफाँडमा टुंगो लागेको छैन । तर, मंगलबार बिहान एमालेको संसदीय दलको कार्यालयमा बस्ने बैठकले सरकारको साझा न्यूनतम कार्यक्रमलाई थप परिमार्जन गर्ने कार्यक्रम छ । प्रधानमन्त्री माधवकुमार नेपालको आयोजनामा मंगलबार दिउँसो हुने सर्वदलीय बैठकले सरकारको साझा न्यूनतम कार्यक्रम र मन्त्रीहरूको आचारसंहितालाई अनुमोदन गर्दै शीर्ष नेताहरूले हस्ताक्षर गर्ने कार्यक्रम छ । 

मन्त्रिपरिषद्लाई पूर्णता दिने विषयमा प्रधानमन्त्री नेपाल र कांग्रेस सभापति कोइरालाबीच सोमबार दिउँसो टेलिफोनमा कुराकानी भएको थियो । सरकार गठनमा ढिलाइ भएकोमा दुवै नेताले चिन्ता व्यक्त गर्दै मंगलबारसम्ममा मन्त्रालयको बाँडफाँड, साझा कार्यक्रमलाई अन्तिम रूप दिने सहमति भएअनुसार प्रधानमन्त्रीले सर्वदलीय बैठकको आह्वान गरेको कांग्रेसी स्रोतले जनाएको छ । 

टेलिफोन संवादमा प्रधानमन्त्री नेपालले कांग्रेसको तर्फबाट सरकारमा सहभागी हुने नेताहरूको नाम मागे पनि कोइरालाले मन्त्रालयको बाँडफाँडपछि मात्र सरकारमा सहभागी हुने नेताहरूको नाम दिने आश्वासन दिएको स्रोतको दाबी छ । प्रधानमन्त्रीले सोमबार नै मन्त्रालय र बरियता बाँडफाँडबारे टुंगो लगाउने पहल गरे पनि बन्दले कार्यक्रम प्रभावित भएको जानकारी कोइरालालाई दिएको बुझिएको छ । कोइराला र नेपालबीच बुधबारसम्ममा सरकारलाई कुनै पनि हालतमा पूर्णता दिने सहमति भएको स्रोतले बताएको छ । दुई नेताबीच यसअघि पनि आइतबारभित्र सरकारलाई पूर्णता दिने सहमति भएको थियो । कोइरालासँगको संवादलगत्तै प्रधानमन्त्री नेपाल र एमालेका वरिष्ठ नेताहरूबीच प्रधानमन्त्री निवासमा छलफल भएको थियो । छलफलमा पार्टीअध्यक्ष झलनाथ खनाल, वरिष्ठ नेता केपी शर्मा ओली, महासचिव ईश्वर पोखरेल, सचिव शंकर पोखरेल र प्रधानमन्त्रीका प्रमुख सल्लाहकार रघुजी पन्त सहभागी थिए । 

सबैको आ-आफ्नै दाबी 
मन्त्रिपरिषद् छिट्टै विस्तार गर्न कांग्रेस र एमाले सहमत भएका छन् तर कुन मन्त्रालय कसले पाउने भन्ने अन्योल कायमै छ । कांग्रेसले शान्ति तथा पुनर्निर्माण, अर्थ, स्थानीय विकास, सञ्चार, स्वास्थ्य, शिक्षा र परराष्ट्रजस्ता मन्त्रालयमा दाबी गरेको छ । कांग्रेस केन्द्रीय सदस्य प्रकाशशरण महतले जनसम्पर्क स्थापित हुने र विकासे मन्त्रालयहरूमा सबै दलबीच समानुपातिक सहभागिता होस् भन्ने पार्टीको धारणा रहेको बताए । तर, उनले कांग्रेसले यो नै हुनुपर्छ भन्ने माग नगरे पनि अर्थ, सञ्चार, स्थानीय विकासजस्ता मन्त्रालयहरू कांग्रेसको भागमा पर्नुपर्ने धारणा पार्टीपंक्तिबाट आएको बताए । 

उता एमालेले भने मन्त्रालयको टुंगो नलागे पनि मन्त्रीहरूको नाममा भने टुंगो लगाएको छ । एमालेबाट सुरेन्द्र पाण्डे र विद्या भण्डारीले शपथ लिइसकेका छन् भने शंकर पोखरेल, रघुवीर महासेठ, रवीन्द्र श्रेष्ठ र भीम रावल अथवा भानुभक्त जोशीलाई मन्त्री बनाउन एमाले शीर्ष नेतृत्वले अनौपचारिक निर्णय गरेको छ । कांग्रेसले गृहको सट्टा अर्थ मन्त्रालय लिने प्रस्ताव राखेको छ भने एमालेले रक्षा छाडे गृह लिने अडान लिएको छ । त्यस्तै शान्ति तथा पुनर्निर्माण र सञ्चार मन्त्रालयमा पनि एमालेको दाबी छ । फोरमले गृह, जलस्रोत, शिक्षा, भौतिक योजना तथा निर्माण, स्थानीय विकास र कृषि मन्त्रालय आफूले पाउनुपर्ने दाबी गरेको छ । तमलोपाले विकासे र जनसम्पर्क भएका मन्त्रालय आफूले पाउनुपर्ने दाबी गरेको छ । फोरम नेता शरतसिंह भण्डरीले पार्टीको तर्फबाट ६ वटा मन्त्रालयको दाबी गरिएको बताए । उनले फोरमले गृह, जलस्रोतलगायतका मन्त्रालयहरू दाबी गर्नु अस्वाभाविक नभएको पनि बताए । 

फोरमबाट अध्यक्ष उपेन्द्र यादव, संसदीय दलका नेता विजयकुमार गच्छदार, नेता शरतसिंह भण्डारी, निलम वर्मा, रामेश्वरराय यादव सरकारमा जाने बुझिएको छ । अध्यक्ष यादवको संयोजकत्वमा मंगलबार बिहान बस्ने पार्टीको कार्यदलको बैठकले मन्त्रीहरूको नामलाई अन्तिम रूप दिने नेता भण्डारीले बताए । त्यस्तै सद्भावना पार्टीले विगतदेखि नै सञ्चालन गर्दै आएको आपूर्ति मन्त्रालय र अर्को एउटा मन्त्रालय पाउनुपर्ने दाबी गरेको छ । नेकपा मालेले भूमिसुधार मन्त्रालयको दाबी गरेको छ । नेकपा संयुक्तले महिला, बालबालिका तथा समाजकल्याण मन्त्रालयको दाबी गरे पनि उसको भागमा विज्ञान तथा प्रविधि मन्त्रालय नै पर्ने बुझिएको छ । 

कांग्रेसमा नेतृत्व विवाद कायमै 
कांग्रेसमा एमाले नेतृत्वको सरकारमा कसले नेतृत्व गर्ने भन्ने विवाद कायमै छ । सरकारको नेतृत्व गर्न उपसभापतिद्वय रामचन्द्र पौडेल र प्रकाशमान सिंहले पहल गरिरहेका छन् । तर, सभापति गिरिजाप्रसाद कोइराला छोरी सुजाताको नेतृत्वमा पार्टीलाई सरकारमा सहभागी गराउने पक्षमा रहेको स्रोतको दाबी छ । उता महामन्त्री विमलेन्द्र निधिले पनि सरकारको नेतृत्व गर्न पाए सरकारमा सहभागी हुने अन्यथा बाहिर नै बस्ने बताउँदै आएको स्रोतको दाबी छ । 

पार्टीका कार्यवाहक सभापति सुशील कोइराला उपसभापति प्रकाशमान सिंहको नेतृत्वमा पार्टी सरकारमा सहभागी हुनुपर्ने पक्षमा छन् । महामन्त्री निधिको पक्षमा वरिष्ठ नेता शेरबहादुर देउवा लागिपरेका छन् । उपसभापति पौडेलले सरकारको नेतृत्व गरे शान्ति मन्त्रालयसहित उपप्रधानमन्त्री हुने स्रोतको दाबी छ । सिंहको नेतृत्वमा कांगे्रस सरकारमा गए उनले स्थानीय विकास मन्त्रालयको जिम्मेवारी पाउने बुझिएको छ । त्यस्तै सुजाता सरकारमा गए परराष्ट्र पाउने लगभग पक्काजस्तै छ । 

कांग्रेसले यसपटक अर्थ मन्त्रालयको जिम्मेवारी डा. प्रकाशशरण महतलाई दिने भएको छ । सभापति कोइरालालगायतका केही नेताले रामशरणलाई नै सो मन्त्रालयको जिम्मेवारी दिनुपर्ने धारणा राखे पनि प्रकाशशरण नै अर्थमन्त्री बन्ने निश्चितप्रायः छ । कांग्रेसले मन्त्रालय र बरियताक्रम हेरेर मोहम्मद आफ्ताव आलम, अजय चौरसिया, सूर्यमान गुरुङ, सुशीलमान शेरचनलगायतलाई सरकारमा पठाउने आन्तरिक गृहकार्य गरेको बुझिएको छ । त्यसैगरी, सुप्रभा घिमिरे, उमा अधिकारी, महालक्ष्मी उपाध्यायमध्येबाट एकजनालाई मन्त्री बनाउने तयारी कांग्रेसले गरेको छ । मंगलबारको सर्वदलीय बैठकपछि सभापति कोइरालाले सरकारमा पार्टीको नेतृत्व र सहभागिताको अन्तिम टुंगो लगाउने स्रोतको दाबी छ । 

प्रधानमन्त्री-सभामुख भेट 
संसद्को गतिरोध अन्त्य गर्ने विषयमा सभामुख सुवास नेम्वाङ र प्रधानमन्त्री नेपालबीच सोमबार साँझ छलफल भएको छ । प्रधानमन्त्री नेपाललाई भेट्न सभामुख नेम्वाङ साँझ प्रधानमन्त्रीनिवास बालुवाटार पुगेका थिए । नेम्वाङले संसद्को गतिरोध कायम भए संविधान निर्माणमा गम्भीर असर पर्ने भएकाले दलहरूबीच सहमति गरी अगाडि बढ्न प्रधानमन्त्री नेपाललाई आग्रह गरेका थिए ।

DANG, June 1 - Hundreds of people have been displaced as border security force of India,

Seema Surakshya Bal (SSB), reportedly drove them out form various

bordering villages of Dang district along Nepal-India border.

More than 1,800 people are now taking shelter in a community forest of Satbariya-2 in Deukhuri area in the district.

The victims said the SSB personnel encroached the Nepali territory and torched their settlements.

"We were compelled to leave our homes to protect our lives," said Purna Kumari Bista, 70, of Rajpur VDC-7. She said the Indian side also shifted border pillars some 35 metres inside Nepali land.

The villagers of various 22 bordering villages of Rajpur, Bela and Koilabas VDCs in the district were displaced by the SSB. The displaced have also accused the SSB personnel of raping their women and pillaging their villages every now and then. The enraged victims blamed the government for not providing security despite the repeated excesses from the Indian side.

नेकपा एमालेका अध्यक्ष झलनाथ खनालले  विकल्प हुँदाहुँदै माओवादीले स्वेच्छिक रुपमा सरकार छोडेर अरिङ्गाल रोदन देखाउन खोजेको बताएका छन्। प्रधानसेनापतिसँग स्पष्टीकरण लिनॆ कुरामा आफुले सहमति जनाएपनि पार्टीले प्रधान सेनापति रुक्माङ्द कटवाल र वलाध्यक्ष रथी कुलबहादुर खड्का दुवैलाई अनिवार्य अवकास दिएर तेस्रो व्यक्तिलाई प्रधानसेनापति वनाउने प्रस्ताव राखेको खनालले खुलासा गरेका छन्। अध्यक्ष खनालले सोमवार बिहान पर्वत सदरमुकाम कुस्मा बजारमा आयोजित कार्यकर्ता भेटघाट कार्यक्रममा माओवादी नेतृत्वको सरकारलाई एमालेले विखण्डन गराएको माओवादीको आरोप आधारहीन भएको बताए।

"माओवादी अझै पनि अपराधिक मनोवृत्तिवाट भिन्न रहन सकेको छैन," उनले भने "माओवादी सामाजिक फासिष्टवादी प्रवृत्तिकै कारण सरकारवाट वाहिरिनु परेको हो।"

एमालेले मुलुकमा देखिएको संकटलाई अवसरमा परिवर्तन गर्न हरेक तिक्ततापूर्ण आरोप प्रत्यारोपभन्दा माथि उठेर मुलुकको हितको लागि दृढतापूर्वक लागेको खनालले वताए।

आम जनताको स्वार्थको निम्ति एमालेले थुप्रै चुनौतीसँगै सरकारले नेतृत्व गरेको वताए।

उनले पार्टीको संगठनात्मक वैचारिक र राजनैतिक सुदृढिकरणका लागि गुठ उपगुठ सिर्जना नगरिकन एकतावद्ध र एकजुट भएर अगाडि वढ्न कार्यकर्ताहरुसँग आग्रह गरे। कम्युनिट आन्दोलनलाई अगाडि वढाउन एमालेको विचार र सिद्धान्तलाई हरेक दलले आत्मसाथ गर्नुपर्ने वताउँदै खनालले मुलुकले 'जोल्टीङ' खानुपर्ने स्थितिमा एमालेले सरकारको नेतृत्व गरेको वताए।

शान्ति प्रकृयालाई तार्किक निष्कर्षमा पुर्‍याउनु समयमै नयाँ संविधान निर्माण गर्नु राज्यको पुर्नसंरचना आर्थिक उन्नती र राष्ट्रिय एकतालाई कायम गर्नु अहिलेको सरकारको प्रमुख दायित्व भएको खनालले वताए। उनले पुरानो सरकारका नविन कार्यहरुलाई अनुसरण गर्दै जनभावना अनुरुप सरकार अगाडि वढ्ने धारणा व्यक्त गरे।

नेता खनालले नेकपा एमाले वाग्लुङको जिल्ला अधिवेशनको उद्‍घाटन गरी फर्कने क्रममा पर्वतका कार्यकर्ताहरुसँग भेटघाट गरेका हुन्। नेता खनाल सोमवार विहान ८ बजे नै काठमाण्डौतर्फ फर्किएका छन्।

खनाल राजधानी बाहिर भएकाले मन्त्रिमन्डल विस्तार र सरकारको साझा कार्यक्रमलाई टुंगोमा पुर्‍याउन अप्ठेरो परिरहेको छ।
